The father of a rape victim has allegedly taken his revenge by chopping off both hands of the accused, who had allegedly raped his 7-month-old daughter two years ago, in Bathinda, Punjab. UNESCO World Heritage Site the birthplace of Gautama Buddha, Kapilvastu District, Nepal

Siddhartha Gautama, the Lord Buddha, was born in 623 B.C. in the famous gardens of Lumbini, which soon became a place of pilgrimage. Among the pilgrims was the Indian emperor Ashoka, who erected one of his commemorative pillars there. The site is now being developed as a Buddhist pilgrimage centre, where the archaeological remains associated with the birth of the Lord Buddha form a central feature.The Lord Buddha was born in 623 BC in the sacred area of Lumbini located in the Terai plains of southern Nepal, testified by the inscription on the pillar erected by the Mauryan Emperor Asoka in 249 BC. Lumbini is one of the holiest places of one of the world's great religions, and its remains contain important evidence about the nature of Buddhist pilgrimage centres from as early as the 3rd century BC.

Despite decades of food assistance from the government and aid agencies, little seems to have changed in the Karnali region. Food shortages are as bad as ever, and there are claims that dependency on subsidised rice has meant what little was left of cultivation has faltered. The general impression is that the dry and rocky terrain of the mid and far west region cannot sustain wide-scale agriculture and that there is no alternative to trucking in food from the outside. But is this really necessary? Documentary film-maker Gorakh Bista of Srinagar, Humla, doesn't seem to think so. The government's lack of interest in protecting Nepal's hill crops may mean this is not an unlikely prospect. Pantha says that hill crops have long been neglected. The government has only made three varieties of millet available in decades, compared to hundreds of varieties of wheat and rice.

Last year on April 25, a magnitude 7.8 earthquake struck the Himalayan country with its epicenter in Lamjung District, approximately 81 kilometers northwest of the capital, Kathmandu. On May 12, a second magnitude 7.3 earthquake struck the district of Dolakha. The Nepal government categorized 14 districts as severely affected. The two earthquakes killed 9,000 people and made one million Nepalis homeless. On April 25 last year, Kaanchi Tamang’s Ramechhap house was completely flattened. Though she escaped harm at the time because she was in a Buddhist temple, her only child, a teenaged boy, was badly injured. “Both of us survived with nothing. We had only the clothes on our back,” she recalled. With the roads destroyed and no public transport running, Kaanchi, with the help of other villagers, carried her son and walked for three days to reach Kathmandu’s Chuchepati Camp. Close to one year later, Kaanchi and her son are still living under a tarpaulin in Chuchepati Camp. Though her son has recovered and is now working as an apprentice painter, painting Buddhist deities on silk, also known as thangkas, she has little hope of returning to Ramechhap.

Fifty years ago, most life insurance policies sold were guaranteed and offered by mutual fund companies. Choices were limited to term, endowment or whole life policies. It was simple, you paid a high, set premium and the insurance company guaranteed the death benefit. All of that changed in the 1980s. Interest rates soared, and policy owners surrendered their coverage to invest the cash value in higher interest paying non-insurance products. To compete, insurers began offering interest-sensitive non-guaranteed policies.

Today, companies offer a broad range of guaranteed and non-guaranteed life insurance policies. A guaranteed policy is one in which the insurer assumes all the risk and contractually guarantees the death benefit in exchange for a set premium payment. If investments underperform or expenses go up, the insurer has to absorb the loss. One Year After the Nepal Earthquakes

Almost a year after the April 25 earthquake that hit Nepal, killing nearly 9,000 people and injuring hundreds others, National Reconstruction Authority is set to start post-quake reconstruction work from tomorrow. The day for starting the reconstruction work coincides with National Earthquake Safety Day being observed to mark the massive destruction caused by the devastating 1933 earthquake in Nepal. There was delay in the passage of the reconstruction bill by Parliament due to disagreement over the issue among major political parties, prolonging the post-quake reconstruction work. The authority said that the Central Bureau of Statistics has started surveying the damage caused by the quake in Dolakha and Rasuwa as part of channelling donations provided by various donors to reconstruct damaged structures. Authority Chief Executive Officer Sushil Gyawali said preparations were under way to begin the reconstruction work after completing the survey within one month. Likewise, the authority has started providing formal and informal training on reconstruction work at the local level.

CIAA files graft cases against 36 PAF officials

The Commission for the Investigation of Abuse of Authority today filed a corruption case at the Special Court against 36 former officials of the Poverty Alleviation Fund accusing them of pocketing Rs 43.49 million in three years. The anti-graft body has filed cases against the PAF finance and administration chief, 31 portfolio managers, three account officers, an environmental officer, and an account assistant. The CIAA said the officials worked in cahoots and embezzled Rs 43.49 million from state coffers in three years producing fake bills and documents while settling accounts of advances to claim sums from the Fund. A joint meeting of three parliamentary committees - Parliamentary Agriculture and Water Resources Committee, Development Committee and Environment Protection Committee - took various decisions regarding replenishment of forest land and Environmental Impact Assessment (EIA) and Initial Environmental Examination (IEE) for development projects on April 3. The meeting was coordinated by the Agriculture and Water Resources Committee on a request by Office of the Investment Board Nepal (IBN). The decisions were taken to simplify and facilitate existing legal and structural complexities in development projects In regards with the forest land that a project developer will potentially have to acquire, the meeting decided to let the developer choose on either providing land for land or paying cash to the government for the acquired forest land at a price fixed by the government. It also decided to let the developer deposit necessary amount required for planting trees at 1:2 ratio for the trees impacted by the project. The meeting also asked the government to establish a separate agency under the Ministry of Forest to oversee the mobilization of such fund. Chairing the meeting Gagan Thapa, chair of the Agriculture and Water Resources Committee, said the government should be judicious enough to facilitate the investors and create an investment-friendly environment. “We should be able to resolve difficulities rather than create obstacles for the investors,” said Thapa. Rabindra Adhikari and chair of Environment Protection Committee Janak Chaudhari and participating parliamentarians stressed the need to maintain proper balance between development and environment to make sure that development process continues without suffering environmental loss. According to information of Department of Mines and Geology, the following mines exist: lime stone (probably the best quality in the world), magnetite (Fe3o4), iron (Fe) and copper (Cu), Nickel (Ni), etc. About 70 to 75 mines await its operation. Nepal is going to meet its 80% demand, to become self reliant, for cement within next couple of years.

But prominent geologists (such as Dr. Torn Sharma, Sarbajit Prasad Mahato) and officials of the Department of mines opine that lime stone and semi-precious mines (stones) are economically viable. Geochemist studies reveal that Nepal is not a mineral rich country. Rulers of the past forced the marginalized castes, which hardly possessed land and pasture, to extract the mines. Then they used to excavate certain quantity of iron and copper as Kipat pratha (Akhtiyari) to meet their daily needs especially in western Nepal. It became later their livelihood profession.

Out of 14 zones and 75 districts of the country, Dhaulagiri zone, comprising of 4 districts, is very rich in natural resources- hydropower, tourism and mineral. Salt, iron, Copper, Sulphate and Gold i.e. nun dekhi sun samma (from salt to gold). About a dozen VDCs of Baglung, five VDCs of Myagdi and two VDCs of Parbat are named after mines. The zone is very famous for this. The pioneers and engineers of the mines such as Musha (Chhantyal), Aauri (Magar), Aafre (Kami) and Subba (Thakali) were involved in the past to excavate the mines near their settlement/villages. These typical words attributed to the then miners. They had specific job description- Chhantyal and Magar used to excavate the mines/ores, Kami used to purify and make weapons and day to day needed utensils and the Thakali manged the marketing and support financially. Thakalis were smart so they quit the traditional job and migrated to urban areas but the rest are still languishing in their traditional settlement and location. Now one can find this scene in most of the villages in Myagdi and Baglung districts.

Man Power Agencies reopening

All the capital-based foreign employment recruitment agencies have shut down their operation from today as a protest against police raid on 18 manpower companies on Wednesday.

Nepal Association of Foreign Employment Agencies (NAFEA) decided to shut all the manpower companies following police raid on Wednesday that led to the arrest of 14 operators of companies on the allegation of forgery.

The NAFEA has alleged the police conduct of being out of its jurisdiction.

The Association has however urged all the companies to send the workers who have already been issued visas to their destination countries within a week.

Over 625 manpower companies are operating in the capital.

AT least 77 killed as 7.8-magnitude earthquake hits Ecuador, Tsunami Warning

7.8 magnitude earthquake 29 km from Muisne, Esmeraldas, Ecuador. A 7.8-magnitude earthquake struck on Ecuador's coast Saturday, leaving at least 41 people dead and causing buildings to shake in cities more than 100 miles away and collapsing an overpass, authorities and witnesses said. The temblor struck just before 7 p.m. local time (8 p.m. ET) with an epicenter 16 miles south-southeast of the coastal town of Muisne, located on the country's northwestern coast, the U.S. National Geological Survey said. The quake was recorded at a depth of about 12 miles. Ecuador's Vice President Jorge Glas said 28 people were killed according to initial information. A strong 7.8 earthquake has struck Ecuador, with the epicenter located on the coastline some 107 miles (173 km) west northwest of the capital Quito. “Hazardous tsunami waves from this earthquake are possible within 300 km of the epicenter along the coasts of Ecuador and Colombia,” the Pacific Tsunami Warning Center said.

A multi-agency international operation, led by Central Bureau of Investigation, has stumbled upon an organized racket of trafficking of young Nepalese girls to Dubai for alleged prostitution and Delhi’s IGI airport is the transit point for their travelling to the gulf country.

The investigation has revealed that nearly 6000-8000 Nepalese girls aged between 20 to 30 years have been trafficked to Dubai via Delhi till December 2014.

The agency has informed the ministry of external affairs, ministry of home affairs, bureau of immigration and Nepal authorities through Interpol about the organized syndicate, which sends the girls on tourist visas.

Maruni is a famous Nepali Dance of Eastern Nepal, Sikkim (India) and Darjeeling(India) .It is the most famous and oldest dance of Nepalese community residing in this region. Earlier, this festival was related to the festival of Tihar, which is the same as Diwali in North India ( Festival of Light). This festival also celebrates the return of Lord Rama to Ayodhya after 14 years of exile. With time, Maruni was performed even during many personal events, especially marriages. Maruni is performed by both men and women who dress themselves in colorful clothes, shining ornaments and nose rings. The dancers are usually accompanied by a clown who is called ‘Dhatu Waray’ which means liar but acts as comedian/joker. In of the many forms of Maruni, nine unique instruments are used with the dance and this is called the ‘Naumati Baja’. The dance is still most common during the Tihar Festival.

Filmed in the US, the two-minute video raised concerns about a small child being in such close proximity to a breed of dog with a fearsome history of violence.

Despite being far heavier and much more powerful than the child, they each wait obediently as she prepares their dinner.

The well-trained hounds sit patiently, the girl thanks them individually for being so well-behaved.

But Twitter user Mary Menefee commented: “She is in danger! Where are her parents?”

Another, DostoevskyShade, added: “I’m ok with someone owning pit bulls. But it’s a strict liability thing. They are KNOWN killers.”

Others jumped to the defence of the dogs, and saw the video as an example of the true nature of the breed.

Bill Sauneuf wrote: “There are no bad dogs, only bad owners… Check out this group of pit bulls.”

During the footage, one dog stands up, so the four-year-old claps her hands – the pit bull knows its place and immediately sits down.
